Mathematical tools can be algorithms, solving equations, creative/productive tools etc, and they all go into the learning of maths. Teachers are even more key in the case of mathematics. Which tools do we need to know in mathematics, what is necessary non-digital tools? Sketch and plot using graph paper is. But finding a square root is not. This is continuously changing, and we need to discuss this all the time. The same goes for symbols and material objects like rulers.
